How to measure digitalisation in regions and cities: the LORDI framework and survey

How do we measure the degree of digitalization of cities and regions? Not only for infrastructure, but also, for example, concerning services provided online? Which factors would distinguish a digitally literate, or so-called smart, city or region from a 'beginner' in terms of digital transformation? These are questions which ESPON, the Committee of the Regions and the European Commission have been tackling in the LORDI – Local and Regional Digital Indicators - framework that will help cities and regions develop and steer relevant policies, meet commitments and support access to different financing opportunities.

LORDI is currently running a survey on the relevance of indicators for digital transformation in cities. Your views are most welcome until 12 January here.​
